Set a specific delay before sending next message

In order to avaid machine-gun bots it should be possible to define a delay (in sec) for a follow up message.

Like it is possible e.g. in SAP Conversational AI

  Hi Peter,

  The typing delay in the "test your bot" inside of the platform fires messages quite rapidly, which makes testing easer. However, in your actual channels, the typing indicator is 1.5s by default. Currently, we don't have the option to add a specific delay per message yet, so thanks for putting this on our radar!

  It is important, that this feature is implemented for dialogs of type Action as well.
